JUST TRANSITION FUND : THE COMMISSION SELECTS THE ELIGIBLE REGIONS
The Just Transition Fund supports heavy-industry’s path to sustainability and workers in the fossil fuel industry. A potential 7,5 billions of euros budget should be settled for the 5 years to come. However, the eligibility criteria to benefit from it are difficult to meet. In its 2020 European Semester Country Reports, the Commission recently recognized 100 regions as potential beneficiaries from the Fund.
The requirements are numerous. Being an eligible region depends as much on the percentage of carbon-intensive jobs as on industrial activities in fossil energy or GDP per capita. Germany seems to have the highest number of eligible regions, with 18 potential candidates. However, this budget will also be allocated to areas of smaller and less industrial States such as Malta, whose maritime traffic poses many climates challenges.
It is now to the Member States to propose a « Just Transition Plan » to benefit from the Fund and receive recommendations in order to develop a sustainable industry and guarantee a green transition.
CJUE: LA GRÈCE CONDAMNÉE A PAYER UNE AMENDE POUR POLLUTION DES EAUX
3,5 millions d’euros. C’est la somme forfaitaire que la Cour de Justice de Luxembourg a condamné la Grèce à payer, ce jeudi 27 février, pour avoir trop tardé à mettre en oeuvre les normes européennes sur la protection des eaux contre la pollution par certains nitrates.
Le manquement de la Grèce de respecter ses obligations en vertu de la directive sur la protection des eaux de 1991 avait déjà été constaté par la Cour dans un premier arrêt en 2015.
La Commission avait alors fixé un délai pour que la Grèce exécute l’arrêt et adopte les mesures nécessaires à cet effet d’ici à décembre 2017. Les mesures nécessaires n’ayant été mises en oeuvre que par le gouvernement grec un an et demi après expiration de ce délai, la Cour condamne la Grèce à payer une somme forfaitaire pour non-exécution de son premier arrêt de 2015.
S’agissant de la somme à payer, qui est importante, les juges de Luxembourg ont mis l’accent sur la durée et la persistance de l’infraction commise par la Grèce ainsi que sur l’importance de la protection de l’environnement, qui donne à cette infraction au droit de l’Union un caractère particulièrement grave.

At european level, the Commissioners for Health, Stella Kyriakides and Crisis Management, Janez Lenarčič adressed the explosion of cases of Coronavirus in Italy this last week in a press conference on Monday 24th of February.
While aknowledging the quick and efficient response of italian authorities to this public health problem, Commissioner Kyriakides stressed that any measure restricting the free movement in the Schengen area should be proportionate and coordinated among the Member States. The Commission thus warns for disproportionate reactions such as unilateral and sudden sthrengthening of border controls.
